my only question is: what do the characters mean..?
Thanks for your comment :). The horizontal characters (katakana) are the Japanese transcription for Bleach, literally they say BuRiIChi. The vertical characters (Kanji + Katakana) stand for Kuchiki Rukia.

When I saw the image, I imagined they were watching over the city while everyone was going to sleep.

Ah you are mistaken my friend, it is not transparent, it was a double layer, I made two layers, one to over lay the clothese with a text and brush overlay style over her clothing. Kinda like as if printed on a pattern. Anyway, gladu like it and thanks for the comment!
